What the order requires

The judges of the District Courts and statutory County Courts at Law of Rockwall County adopted a Standing Order Regarding Use of Artificial Intelligence for any Court Filing (Rockwall Cnty. Dist. Cts. & Cnty. Cts. at Law June 22, 2026). It provides that if “any attorney for a party or self-represented party has utilized Artificial Intelligence (‘AI’) in any way for the preparation of any filed documents with the Court, the party SHALL, in a clear and concise sworn factual statement, disclose that AI was utilized in the preparation of the filing and CERTIFY that each and every citation to the law, or the record in the filed document, has been verified and is accurate.”

The court “reserves the right to rule as it sees fit on any failure to comply with this standing order including, but not limited to, striking the non-compliant filing.” The order’s sample declaration, made under penalty of perjury, acknowledges possible sanctions under the Texas Disciplinary Rules of Professional Conduct, Texas Rule of Civil Procedure 13, and the court’s inherent power, or for contempt.

The order is signed by Judges Brett Hall (382nd District Court), David E. Rakow (439th), and J. Brian Williams (503rd), and by Judges Keith P. Wheeler and Stephani Woodward of County Courts at Law Nos. 1 and 2.

Posting

Under Texas Rule of Civil Procedure 3a(c), “To be effective, local rules, forms, and standing orders must be published on the Office of Court Administration’s website.” The OCA local-rules portal lists the order as posted September 9, 2026.

The Collin County Courts at Law’s Standing Order No. 3 (July 2024) uses nearly the same text without the sworn-statement and sanctions language.
